Ji Bingxuan, vice chairman of the standing committee of the National People’s Congress, went on an inspection tour in Jiangsu from May 8 to 13 on the germplasm protection and breeding innovation and legislative work in Jiangsu.
Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, and Wu Zhenglong, Deputy Secretary of the Provincial Party Committee and Governor, met with Ji Bingxuan and the research team.
Ji Bingxuan pointed out that seeds are not only the basic means of production for agriculture, but also an important carrier for the advancement of agricultural science and technology. China is a large agricultural country that uses the largest amount of crops, he said.
If the Chinese want to ensure their own adequate food supply, they must control the seeds, otherwise food security and agricultural development cannot be guaranteed, said Ji.
Judging from the long history of Chinese civilization, China has accumulated rich experience in developing seed industries and cultivating seeds. Since the founding of New China, the government has attached great importance to the seed industry by cultivating a large number of excellent varieties, and establishing a relatively complete legal and regulatory system.
Ji Bingxuan asked the local government to be increasingly aware of the gap between China and developed countries and the problems that China encountered in its development, and strive to improve the level of development of law-based seed management and the modern seed industry as soon as possible.
Ji Bingxuan emphasized that to promote the technological innovation of the seed industry, we must increase the protection of germplasm resources, strengthen the management of seed varieties, strengthen the supervision of seed quality, and improve the seed protection system, so as to ensure the safety of China's seed industry and promote the development of China's seed industry.
He pointed out that the main task of the current seed industry security and seed industry development in China is to strengthen the protection of germplasm resources, cultivate high-quality varieties for practical application, actively introduce digestion, absorption and re-cultivation, develop and expand comprehensive large-scale seed enterprises, promote the organic integration of production, education and research, and provide necessary conditions for the development of the seed industry and the safety of the seed industry.
Noting that Jiangsu is a major agricultural province, a major economic province, a major province of science and technology, and a major province of talents while its protection of germplasm resources has been in the forefront of China in many aspects, Ji Bingxuan hoped that Jiangsu will create more fresh experiences in experimentation, promotion, and operation of fine varieties and set an example for China.
Lou Qinjian said that Jiangsu has always prioritized the work related to "agriculture, rural areas and farmers", gives full play to its strong advantages in agricultural science and technology innovation, and strives to strengthen the protection of germplasm resources.
With its grain output exceeding 35 billion kilograms for 7 consecutive years, Jiangsu has gained firm control over grain supply and contributed to ensuring the country's food security, Lou said.

During its stay in Jiangsu, the NPC research terms held symposiums and visited enterprises, research institutes, seed breeding base and local legislatures.
