The 24th meeting of the Standing Committee of the 13th Provincial People's Congress closed in Nanjing on Thursday afternoon. Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, presided over the meeting and delivered a speech.
The meeting voted and passed the "Regulations on Social Credit of Jiangsu Province", the revised "Regulations on Letters and Visits of Jiangsu Province", the "Decision on Amending the "Regulations on Animal Epidemic Prevention of Jiangsu Province", and "the "Resolution on Carrying out the Eighth Five-Year Rule of Law Publicity and Education".
The meeting approved 4 regulations and statutory decisions submitted by Nanjing and other cities for approval.
The meeting decided to appoint Chu Yonghong as the vice governor of the provincial government, and also passed other personnel appointment and removal proposals. Lou Qinjian issued a letter of appointment to the appointees, and a constitutional oath ceremony was held at the meeting.
Lou Qinjian pointed out that we must strengthen the publicity and implementation of relevant laws and regulations, and take the promulgation of social credit regulations as an opportunity to strengthen social credit management and standardize social credit services in accordance with the law, protect the legitimate rights and interests of credit subjects, and build an honest and trustworthy social environment.
He called for strengthening the implementation of the newly revised petition regulations and improving the professionalization, standardization and rule of law in petition work so as to safeguard the legitimate rights and interests of the people and the harmony and stability of the society.
The Secretary of the Provincial Party Committee requested that efforts should be made in accordance with the provisions of the revised animal epidemic prevention regulations, strengthen the implementation of the functions and responsibilities of relevant departments, and continuously improve the level of public health safety and human health protection.
Lou Qinjian asked all regions and departments to thoroughly study and implement the Xi Jinping Thought on rule of law, promote the quality and efficiency of law popularization work, and create a good legal environment for the province’s modernization.
Lou Qinjian required governments at all levels to comprehensively enhance their independent innovation capabilities, accelerate the construction of an autonomous and controllable modern industrial system, actively respond to the decision-making deployment of population aging, accelerate the improvement of relevant policy systems and working mechanisms, and better meet the people’s need for high-quality elderly care services.
Lou Qinjian said that during the "13th Five-Year Plan", the Standing Committee of the Provincial People's Congress will perform its duties in accordance with the law, focus on promoting the implementation of the central government’s spirit, focus on high-quality service development, solve outstanding issues in people's livelihood, and create a new work for the people's congress.
Lou Qinjian called for more pragmatic measures to play the role of the National People's Congress, focus on the key areas and key links of modernization, strengthen institutional supply around the implementation of major national strategies, comprehensively deepen reforms, promote common prosperity, strengthen institutional supply, and accelerate the formation of a regulatory system that supports exploratory, innovative, and leading development.
He requested more efforts to strengthen self-construction with more stringent requirements, follow the Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era to arm the mind and guide practice, continuously improve political judgment, political understanding, and political execution from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership of the CPC Central Committee with Comrade Xi Jinping at the core so as to make new and greater contributions to the modernization chapter of the new Jiangsu construction.
