East China’s Jiangsu province has issued its scientific and technological innovation plan for 14th Five-Year plan period, according to a press conference held by the provincial government on Wednesday.
Jiangsu has set forth new plans and new goals by focusing on high-level technology, and self-reliance.
By 2025, Jiangsu will basically build an industrial technology innovation center with global influence with its main innovation indicators reaching the medium and above level of the world standards so as to promote the strong development of independent innovation capabilities, innovation system coordination, and innovation and entrepreneurship ecology.
"We will promote the transformation of innovation orientation from focusing on technological innovation to focusing on both technological innovation and original innovation. The allocation of resources will shift from focusing on R&D to the overall allocation of industrial chains, innovation chains, capital chains and value chains. The distribution of power will shift from focusing on point-like platforms to the integration and upgrading of system capabilities and the institutional mechanism will shift from focusing on single policies to building systems and mechanisms that support comprehensive innovation," said Wang Qin, Director of the Science and Technology Department of Jiangsu Province.
To ensure that these goals will be materialized, Jiangsu will take four key measures in the 14th five-year plan period. The goals will include strengthening key core technologies, the deployment of basic research systems, key core technology research and major scientific and technological task organization.
Efforts will be made to implement key scientific and technological innovation actions, promote the cultivation of strategic scientific and technological forces, create a growth pole for regional innovation and development, and the overall improvement of regional innovation capabilities and competitiveness such as the Southern Jiangsu National Independent Innovation Demonstration Zone, accelerate the modernization of scientific and technological governance capabilities, and promote the in-depth development of scientific and technological innovation system and mechanism reforms.
