The Ministry of Commerce has issued the 2021 Edition of the Measures for the Assessment and Evaluation of the Comprehensive Development Level of National Economic and Technological Development Zones.
The five major first-level indicators of industrial foundation, technological innovation, regional drive, ecological environmental protection, and administrative efficiency in the 2021 version of the "Assessment and Evaluation Measures" were upgraded into five major first-level indicators of opening to the outside world, technological innovation, green development, overall coordination and development quality and 30 secondary indicators.
22 indicators reflect the new development concept, accounting for 73%, and 8 indicators reflect the quality of development with a weight of 30%.
Relevant assessment indicators have been specially set up to encourage the eastern region and the central and western regions to cooperate in the construction of state-level economic development zones.

The revision of the "Assessment and Evaluation Measures" is intended to guide national-level economic development zones to further deepen reforms, expand opening up, promote technological innovation and industrial structure upgrading, inject new vitality and impetus into the development of national-level economic development zones, and promote national-level economic development zones to start up new businesses and start anew to create a new highland for reform and opening up.
Since 1984, China has approved the establishment of 232 national economic development zones with 2 withdrawals.
