The Standing Committee of Jiangsu Provincial People's Congress has offered legislative protection for the province’s economic and social development since the conclusion of the 13th Provincial Party Congress.
In May, the "Regulations on Water Pollution Prevention and Control of Jiangsu Province" was formally implemented, filling the gap in the comprehensive legislation for the prevention and control of water pollution in the province.
Based on the characteristics of Jiangsu's rivers, lakes and seas, the "Regulations" strengthened coordinated governance，clarified Jiangsu's characteristic work such as the river chief system and the river section chief system, and strengthened the implementation of pollution control responsibilities.
In the past six months since the implementation, 210 river sections included in the national assessment have reached grade III water quality, accounting for 81.0% of the total and an increase of 3.4 percentage points year-on-year.

From November 2016 to September 2021, the Standing Committee of the Provincial People's Congress passed 191 provincial-level regulations and approved 215 prefecture-level city regulations, providing legal support for the construction of the new Jiangsu.
