1、问：目前我市公布的每日新增阳性感染者为10例左右，在这个时候，对疫情防控措施进行动态升级调整，是出于什么样的考虑？
Q1: At present, about 10 new positive infections are reported in Nanjing every day. What are the concerns behind the dynamic upgrading and adjustment of the epidemic prevention and control measures at this time?
答：近4日，南京每日报告阳性感染者分别为13例、8例、8例和10例，看起来数量比前几日有所减少，但数字背后隐藏的风险仍然很大。从公布的阳性感染者活动轨迹中，市民朋友也可以发现，部分感染者曾出入过医院、景点等人员密集场所，跨区活动频繁，已出现社区传播，目前不排除仍有社区隐匿传播的风险。
从3月10日开始，南京与奥密克戎变异毒株短兵相接已第12天，切身感受到这个病毒的狡猾、诡异。在这个阶段，如果稍有犹豫迟疑，就会被病毒钻了空子，甚至会撕开“大口子”，导致前功尽弃。综合研判疫情，当前必须要下更大的决心，采取更果断的措施，用最短的时间实现风险点见底、社会面清零。“坚持就是胜利，坚持才能胜利”，请广大市民朋友予以理解、支持和配合。
A: Nanjing reported 13, 8, 8 and 10 positive cases per day respectively during the past 4 days. Though there seemed to be fewer cases than the previous days, the risks behind the numbers are still huge. According to the publicized activity track of positive infected persons, you can also find that some infected persons have been in and out of hospitals, scenic spots and other crowded places, and some have had frequent cross-district travels, and community transmission has occurred. So, there is still a risk of undetected community transmission at present.
Since March 10, Nanjing has been in this fierce battle against Omicron variant for 12 days and we can directly feel that the virus is cunning and quirky. At this stage, if there is a moment of hesitation, the virus will exploit the loophole, or even deteriorate the situation, leaving our previous work wasted. Based on the comprehensive assessment of the epidemic, we must be more determined and take more decisive measures to minimize the risk points and put an end to infections caused by community transmission within the shortest time. “We can attain victory so long as we persist, and only with persistence, can we achieve victory”. We hope the general public can give understanding, support and cooperation to our work.
2、问：前期，各区已经开展了多轮核酸筛查，为什么还要分别进行“一天一检”“三天两检”或“两天一检”？
Q2: Several rounds of nucleic acid screening have been carried out in each district previously. Why should we do the nucleic acid testing “once a day” or “twice in three days” or “once every two days” respectively?
答：应对奥密克戎变异毒株，核酸筛查仍然是“早发现”的重要手段。3月10日以来，全市面上已完成1轮筛查，秦淮、江宁两区完成3—4轮，部分重点街道的频次更高。截至3月21日7时，全市累计检测2704万人次。通过大规模核酸筛查，仅这两天就发现了近10例无症状感染者，说明筛查是非常必要和及时的。
根据疫情发展形势，确定“全市同步、突出重点”的大规模区域性核酸筛查方案，是基于隐匿传播和续发风险并存而采取的策略。全市同步，是指在全市范围整体推进，梳网清格，确保无遗漏、全覆盖；突出重点，是指局部优先保障重点区域，快采快检快报，以最快速度找出阳性感染者，尽最大努力跑在病毒前面。根据本轮疫情以来阳性感染者的区域分布、活动轨迹热力图以及区域人口密度等因素，在3月21日—23日期间，对10个街道进行“一天一检”，对27个街道进行“三天两检”，其他街道“两天一检”。根据筛查结果，将及时动态调整防控措施。
本轮筛查对于摸清感染者底数起着至关重要的作用，也影响着本轮疫情能否迅速实现社会面动态清零，广大市民朋友务必按照街镇、园区的统一安排，分时段有序参加核酸采样。您的每一次参与都是对疫情防控最大的支持，让我们守望相助、共护南京。
A: Nucleic acid screening is still an important means of "early detection" for omicron variant. Since March 10, the whole city has completed one round of nucleic acid screening, and Qinhuai district and Jiangning district have completed 3-4 rounds, and some key sub-districts of them have had even more frequent screenings. As of 7am on March 21, the city has carried out a cumulative testing of 27.04 million people. Through large-scale nucleic acid screening, nearly 10 asymptomatic infections have been detected in just two days, which shows that screening is very essential and timely.
Based on the dynamic landscape of the epidemic, a large-scale regional nucleic acid screening program with "city-wide synchronization and highlighting key areas" has been determined, which is a strategy adopted based on the co-occurrence of latent transmission and risk of recurrence. City-wide synchronization refers to the overall advancing of the screening in the whole city to ensure a full coverage of all neighborhoods and households. Highlighting key areas means that the priority will be given to protecting the key areas, and through fast testing, detection and reporting, the positive infected people can be identified at the fastest speed, so that we can win the race against the virus with the utmost efforts.
Based on the factors including regional distribution and activity trajectory thermograms of the positive infected people, and population density, 10 sub-districts will be tested once a day, 27 sub-districts will be tested twice in three days, and the rest sub-districts will be tested once every two days from March 21 to 23. Based on the screening results, prevention and control measures will be adjusted dynamically in a timely manner.
This round of screening is crucial for identifying the number of infected people, and also affects whether the dynamic zero-COVID strategy can be realized quickly in this round of COVID resurgence. The general public shall participate in nucleic acid testing in an orderly manner under the unified arrangement of sub-districts, towns and parks. 3、问：3月16日，市疫情防控指挥部相关负责人答记者问时说，学校停课暂为一周。市民朋友们普遍关心学校何时复课特别是高三年级，对此有何安排？
Q3: On March 16, an official of Nanjing COVID-19 Prevention and Control Headquarters told the press that offline schooling would be suspended for a week. There is a general interest in when offline schooling will be resumed, especially for the 12th grade students. What are the arrangements for this?
答：前期，我们采取了暂停线下教学的措施应该说是及时果断的，否则这几天的疫情可能波及更多的学生。这段时间，教育部门为了提高在线教学质量想了很多办法，家校联手做了不少工作，一起适应被疫情打断的节奏。由衷感谢广大家长朋友和师生的共同努力。
近期，不少家长、特别是高三学生家长非常关心学校返校复课时间，我们感同身受，始终在做积极努力。但考虑到当前疫情形势异常严峻复杂，贸然恢复线下教学风险很大。目前的初步安排是，待全市分区域大规模核酸筛查告一段落，第一时间作出研判，并优先保障高三年级学生返校复课。相关方案已在准备，只需条件成熟，即向社会公布。
在继续停课的这段时间里，教育部门将把提高线上教学质量摆在首要位置，针对高三考生，强化市、区、校三级联动和“一对一”沟通辅导，深化教学研究、优化集体备课，精选优质教学资源，努力保证线上线下不耽误、一个样。针对广大考生和家长关注的高三年级第二轮模拟考试，教育部门已做好线上线下的双重准备，精心组织开展二轮复习计划，按照各学科课程标准，精准性查漏补缺，高效做好线上个性化答疑辅导，请广大考生安心备考。我们一起盼望着南京的孩子们都能发挥水平，不负青春梦想。
A: We can see that the measures to suspend offline schooling in the early stage are timely and decisive, otherwise the epidemic may affect more students in these days. In recent time, the education department has come up with many measures to improve the efficiency and effectiveness of online education, and a lot of work has been done by both parents and schools to adapt to the pace of education which was interrupted by the epidemic. We sincerely appreciate the joint efforts of parents, teachers and students.
Recently, many parents, especially the parents of 12th grade students, are very concerned about when the offline schooling will be resumed. We share the same concerns with them and have been constantly making active efforts. However, given the severity and complexity of the current epidemic situation, there is still a huge risk for resuming offline teaching hastily. At present, the preliminary arrangement is that when the large-scale nucleic acid screening in each district of the city comes to an end, we will make the evaluation as soon as possible, and will prioritize the resumption of offline schooling for the 12th grade students. Relevant plans are being prepared and will be released to the public as soon as conditions permit.
During the time of the suspension of offline schooling, the department of education puts the improvement of online education quality in the first place. For the 12th grade students, we have advanced the 3-tier linkage among the municipality, district and school and "one-on-one" communication and tutoring, strengthened the research on teaching, and optimized the collective lesson planning and selection of high quality teaching resources, to retain the teaching progress and quality of offline education. Regarding the second round of practice exams, which have been a big concern for the 12th grade students and their parents, the educational department has prepared the modes of both online and offline, and carefully organized and carried out the second round of review plan in accordance with the curriculum standards of various disciplines, and precisely checked and filled in the gaps, and efficiently conducted personalized online Q& A counseling, so please feel at ease to prepare for the exam. 4、问：这次11号《通告》暂停了医疗机构部分科室非急诊服务，如何满足市民群众的看病需求？
Q4: According to Notice No. 11, non-emergent medical services in partial departments of medical institutions have been suspended. Then how can citizens’ needs for medical treatment be met?
答：疫情对群众正常就医不可避免会带来影响。前期已调整了行程码带星号人员就诊规定，明确了11家医院为隔离管控人员定点医院、44家开设发热门诊的医院为“黄码”人员定点医院，明确鼓楼医院为危急重症和疑难杂症救治的上级转诊医院，请有就医需求的市民朋友关注上述发布内容，我们一定尽力满足您的需求。
医院是疫情传播的高风险场所。经多方考虑和权衡，暂停医疗机构部分科室非急诊服务，同时也做好了特殊时期群众就医的应对方案。一是除因疫情防控等原因需要暂时停诊的医疗项目外，医疗机构可提供其余正常的医疗服务。二是鼓励广大市民通过互联网“云就诊”模式获取医疗服务，减少医院内的人群聚集。三是慢性病患者就医时，可向医生申请开具“长处方”，医生将根据患者的病情合理开具更长周期的药品，减少就医次数，保障用药需求。四是建立急诊和入院患者核酸检测绿色通道，尽可能缩短患者排队等候时间，保障患者得到及时救治。
这里还需要提醒广大市民朋友的是，如有发热、干咳、咽痛等症状，请前往设置发热门诊的医疗机构就诊，途中避免乘坐公共交通，并做好个人防护，服从医院的防控管理要求。如自我感觉有感染风险也可联系所在区疫情防控指挥部（已在“南京发布”公布过联系方式）。
A: The epidemic has inevitably exerted negative impact on people seeking for medical treatment. We have adjusted regulations on how people holding star-marked health codes seek medical services，and designated 11 hospitals to provide medical services for people under quarantine and 44 hospitals with fever clinics to meet the medical needs of people holding yellow codes. Drum Tower Hospital has been designated to receive patients with severe and acute diseases or rare illnesses and offer further treatment. Citizens with medical needs are advised to pay attention to those notices and we will do our best to meet your needs.
Since hospitals are high-risk places for virus transmission, after overall consideration and weighing the benefits and risks, we have suspended non-emergent services in some departments of medical institutions and meanwhile made up plans to meet citizens’ medical needs during this special time. First, medical institutions can continue to provide normal services except for the medical programs that have to be suspended due to epidemic prevention requirements. Second, citizens are recommended to get medical services from “cloud diagnosis” through the Internet so as to reduce gathering in hospitals. Third, chronic patients can ask doctors to prescribe medications for a longer period and doctors will issue more appropriate prescriptions according to patients’ illnesses in order to reduce your visits to hospitals while guaranteeing enough medication for you. Fourth, a green channel of nucleic acid testing for emergency and hospitalized patients has been established to shorten patients’ waiting time to the largest extent and to ensure that patients get timely treatment.
Citizens who have symptoms such as fever, dry cough, sore throat, etc. are advised to visit a medical institution with fever clinics for treatment and avoid taking public transportation on the way. Please take care of your personal protection and obey the hospital's prevention and control management requirements. If you feel that you are at risk of infection, you can also contact the epidemic prevention and control headquarters in your district (the contact information has been announced in the "Nanjing Release").
5、问：不提倡餐饮堂食后，如何尽可能减少对小餐饮等行业的影响，保住城市的烟火气？
Q5: Since dining-in is not advocated, how can you minimize the impact on small catering and other industries and retain the hustle and bustle of the city life?
答：近两年，受疫情影响，包括小餐饮在内的很多行业遇到了不小的困难。国家、省和市对服务性行业采取了减税降费等一系列扶持政策，缓解了小餐饮行业的阶段性经营压力。服务行业的从业人员在积极配合防控工作的同时，自立自强、克服困难，不仅把自己的店面维持住、经营好，也为社会作出了贡献，我们要感谢大家。
着眼于尽可能将对服务行业的影响降到最低，今年，国家围绕稳市场主体，出台阶段性免征增值税、失业保险稳岗返还等政策，让服务性行业企业挺得住、过难关。南京在及时兑现上述政策的同时，也在考虑更为直接和有效的配套措施，帮助小餐饮行业战胜这段“倒春寒”。只要千万市民众志成城、风雨同舟，因疫情而暂时按下“慢进键”的南京很快会生机勃发，大家熟悉的鸭血粉丝、牛肉锅贴等城市“烟火气”一定会早日回归。
A: In the past two years, many sectors, including the catering industry, have encountered considerable difficulties caused by the epidemic. The central, provincial and municipal authorities have adopted a series of supporting policies for service industries, including tax cuts and fee reductions, and thus have alleviated the temporary operating pressure of the small catering businesses. While actively cooperating with the prevention and control work, practitioners in the service sector have not only maintained operation of their own stores by overcoming difficulties self-reliantly, but also contributed to the society. We would like to express our gratitude to every one of them.
In an attempt to minimize the impact on the service industry, this year the central authority has, focusing on stabilizing market entities, introduced policies such as phased exemption of value-added taxes and refund of unemployment insurance when job offers are stabilized. All these efforts are made to enable service businesses to survive the difficulties. While implementing the above policies in a timely manner, Nanjing is also considering more direct and effective supporting measures to help the small catering businesses to survive this "cold spring". As long as our ten million citizens stand together through thick and thin, Nanjing, which has temporarily pressed the "slow button" due to the epidemic, will soon flourish, and the familiar hustle and bustle in the city, such as duck blood soup with vermicelli and fried beef dumplings, will definitely return as soon as possible.
6、问：疫情还会持续一段时间，如何更加及时高效回应民意诉求？
Q6: Since the epidemic will last for some time, how can you respond to citizens’ demands and complaints in a timely and efficient manner?
答：本轮疫情发生以来，“12345”服务热线来电数迅速攀升，单日最高达3万余个、接近平时的3倍，反映了广大市民对隔离政策、健康码转码、封控小区日常保障等方面的普遍关注。对接入的每一个电话，有关部门都耐心解答，及时办理。由于短时间内呼叫量激增，导致部分来电等待时间较长或无法接入，给一些市民带来了不便，现已采取了多种方式，千方百计扩充接听能力。
群众的诉求再小，都是我们的头等大事。针对疫情形势变化和市民诉求热点，市区两级一直在紧张工作，想了很多招数。比如，群众诉求回应组成立涉码类困难诉求回应、封控管控区群众特殊需求办理两个专班，调配资源和力量解决大家反映集中的问题；设立12345—5号键“疫情诉求智能咨询”、6号键“心理咨询”，让每位市民的诉求都能得到及时回应。疫情终会结束，“12345”始终在您身边，民生诉求服务始终“在线”。
A: Since the outbreak of the current round of the epidemic, the number of calls to the "12345" service hotline has surged rapidly, reaching a maximum of over 30,000 in a single day, nearly three times the usual count. This reflects the general public's concern for isolation policies, health code transcoding, and guarantee of daily necessities for lockdown communities. Relevant departments have patiently answered every incoming call and handled people’s complaints in a timely manner. Due to the high concentration of phone-calls, some calls have to wait for a long time before getting through, which has caused inconvenience to some citizens. Various methods have been adopted to expand the answering capacity.
The demands of the masses, however small they are, are our top priorities. In response to the changes in the epidemic situation and the hotspots of citizens' appeals, the municipal and district authorities have been working intensively and have come up with many solutions. For example, the mass appeals response team has set up two task forces to respond to appeals related to health code difficulties, and to deal with the special needs of people in the lockdown or controlled areas. Resources and strength have been deployed and allocated to solve the problems that have been intensively reported. Key No. 5 of 12345 hotline has been designated as a channel for AI response to epidemic related questions and complaints, key No. 6 as a channel for “psychological consultation”, so that every citizen’s appeal can get response in a timely manner. The epidemic will eventually come to an end, but "12345" hotline will always be by your side and the services for people's livelihood will always be "online".
