江苏省社会科学院区域现代化研究院共同富裕研究中心主任何雨认为，健全新型举国体制在省域范围内的推进，江苏有自己的优势，“主要表现在第一江苏大专院校云集，科研院所众多，人才资源富集。第二个优势就是在于经济基础。江苏是以实体经济见长，制造业产业基础雄厚，这些既为举国体制科技攻关提供了经济技术支撑，同时为成果的产业链深化提供了极大的支持。第三个就在于江苏是较好地处理了有为政府跟有效市场的关系，在政产学研转化上、衔续上做得比较好。我觉得可以提供一个先行先试的样板。”
