East China's Jiangsu province will optimize the layout of medical resources, strengthen the talent team, enhance the level of medical security, further improve the operational mechanism of the rural medical and health system, and promote the basic formation of a hierarchical diagnosis and treatment system by 2025.
Jiangsu will establish at least one health center in each township, and one health room in each administrative village or every 3000 people, so as to optimize the layout of rural medical and health institutions, accelerate the improvement of the comprehensive capacity of county-level hospitals, comprehensively strengthen the construction of the five major treatment centers for stroke and chest pain, and continue to carry out medical service capacity assessments of county-level hospitals.
For the sake of comprehensively developing and strengthening the rural medical and health talent team, Jiangsu will recruit talents through multiple channels, stabilize the scale of targeted and free medical student training in rural areas, and simplify the recruitment process for scarce professionals such as general practice, rehabilitation, oral health, and mental health.
By 2025, Jiangsu will ensure that 55% of rural doctors have the qualification of practicing assistant physicians.
Jiangsu will also improve the guaranteed level of income and treatment for rural medical and health talents. In the distribution of performance-based wages, the focus will be given to medical personnel such as those in the clinical frontline, key positions, and business backbones. The province will implement an annual salary system and an agreement salary system for the introduction of high-level talents and grassroots health backbone talents.
Jiangsu will also require the promotion of the construction of county-level medical communities, continue to promote the work of supporting rural medical and health institutions in public hospitals at or above the second level, improve the level of medical security in rural areas, establish and improve a dual warning mechanism for poverty caused by illness and poverty return due to illness, and ensure that farmers can have access to more fair, accessible, and systematic medical and health services nearby.
