East China’s Jiangsu Province has issued the Reform Plan for Deepening Medical and Healthcare System between 2018 and 2020, providing a road map for healthcare reform in the next three years in Jiangsu and trying to solve the health reform problems that concern the vital interests of the people.
In view of the current high intensity of pediatrics and other issues in the province and the relatively high incidence of conflicts between doctors and patients, the Plan clarifies the need to strengthen the training of pediatrics, obstetrics and gynecology, psychiatry, and emergency rescue personnel.
In terms of salary distribution, the province has proposed to increase the total performance pay for specialized medical institutions such as children’s hospital and institutions of first aid, mental health and infectious diseases on the basis of appropriately increasing the total level of performance pay in public hospitals.
Due to various factors such as the aging of the population, the advancement of medical technology and equipment, the medical expenses borne by residents are increasing year by year. It is difficult for basic medical insurance to solve the heavy burden borne by the people due to major illnesses.
In terms of avoiding poverty due to illness and falling back into poverty due to illness, the Plan has opened a corresponding pharmaceutical prescription to comprehensively implement a composite payment method combining diagnosis-related group payment and multi-payment methods.
The province will improve the system of serious illness insurance for both urban and rural residents and fully implement the system of emergency aid for diseases. At the same time, enterprises and individuals are encouraged to participate in commercial health insurance and various forms of supplementary insurance so as to reduce the risk of people suffering from serious diseases.
As one of the pilot provinces for comprehensive medical reforms in the country, Jiangsu has been ranking among the foremost in the country in terms of hierarchical medical system, construction of medical associations and signing services for family doctors.
The Province has made it clear that the hierarchical medical system will be prioritized towards diagnosis and treatment of basic chronic diseases, rehabilitation care and hospice care services and the development of medical integration at the community level. At the same time, efforts will be stepped up to promote the signing service of family doctors to ensure the family doctor signing service system willcover the entire provinceby 2020.
