In 2018, Jiangsu achieved a good start in the implementation of the rural revitalization strategy with the achievements of agricultural and rural development laying a solid foundation for us to cope with risk challenges and promote high-quality development, the statement said.
However, we must come to be aware that that many hard tasks must be completed in the work of "agriculture, rural areas and farmers" so as to realize the goal of building a well-off society at a high level by 2020, the statement said.
We must follow General Secretary Xi Jinping's important expositions on making progress in "agriculture, rural areas and farmers" in thinking and action, implement the central government's decision-making and deployment, and complete the tasks of "agriculture, rural areas and farmers" for this year and next year so as to ensure that the province ranks foremost in the country in the promotion of rural revitalization, according to the statement.
The meeting stressed that the province should adhere to the general tone of making steady progress while maintaining sustained and healthy economic development, and stabilizing the overall situation of the society by highlighting the issues concerning the improvement of agriculture.
The focus of the rural revitalization should be laid on the relocation of farmers into resettlement quarters and the battle against poverty, the statement said.
Centralized and unified leadership of the Party should be upheld in the course of rural revitalization, according to the statement.
Greater efforts should be to promote the poverty alleviation between the east and the west by shouldering more responsibilities in the paired assistance programs in west China, said the statement.
Chinese President Xi Jinping placed “pursuing a rural revitalization strategy” third in China’s “New Vision of Development and Developing a Modernized Economy” during the 19th CPC National Congress on October 18, 2017.
By vitalizing its vast rural regions, China expects to see a strong agricultural sector, a beautiful countryside and well-off farmers.
In response, China has announced to promote infrastructure construction as one of the measures for rural revitalization.
The country will improve the infrastructure for supplying water, power, and information, and build or upgrade 200,000 kilometers of rural roads. The government will also take steady steps in carrying out a three-year campaign to improve rural living environments.
Other moves in the rural revitalization strategy include advancing supply-side structural reform in agriculture and deepening rural reforms.
China has announced to extend the second round of rural land contracts by another 30 years upon their expiration.
Another strategy aims at revitalizing traditional villages through rural tourism, reshaping rural identity. Increased attention given to historically and culturally significant villages has led to tourism-based traditional village revitalization models, seen as a key approach for sustainable rural development and poverty alleviation.
