Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, urged the province to give full play to an authoritative and efficient audit system to boost clean governance and better supervise the public sectors. He made the remarks when presiding over on Monday the first meeting of the Audit Commission of the CPC Jiangsu Provincial Committee.

The participants reviewed and discussed the work rules of the Audit Committee and the working rules of the Office of the Audit Committee, the 2017 provincial budget implementation and other financial revenue and expenditure audits, and the report on the rectification of the problems, as well as the draft of the 2019 audit project plan, and heard the audit work of the province.
Lou Qinjian pointed out that General Secretary Xi Jinping’s important speech at the first meeting of the Central Audit Committee profoundly expounded a series of fundamental, directional and overall issues of the audit work, provided fundamental follow-up and indicated the direction of progress for the audit work in the new era.
He called for the province to profoundly understand the spirit of General Secretary Xi Jinping's important speech, and adhere to the centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping as the core in the entire process and all aspects of the audit work, and firmly grasp the political principle of the party's centralized and unified leadership, shoulder the historical responsibility of the audit work, get to the overall deployment of the audit work, give full play to the requirements of the audit organization's own construction, innovate the concept, institutional mechanism and methods of the audit system, and continuously improve the effectiveness of the audit system so as to better serve and safeguarding the overall situation of economic and social development.
The CPC Provincial Chief stressed that the audit department should perform its duties around the central task, especially to identify the best combination of audit supervision and high-quality development by being good at finding problems, helping to solve problems, promoting sound and perfect institutional mechanisms, and effectively exerting the constructive role of the audit system.
Lou Qinjian demanded that the audit system should enhance its supervision by focusing on high-quality development, comprehensively deepening reforms, reform of state-owned assets and state-owned enterprises, reform of investment and financing systems, the improvement of people's livelihood, the funds and projects closely related to the interests of the people, and funds for rural housing improvement, poverty alleviation, and affordable housing in northern Jiangsu, healthcare and education sectors so as to ensure that funds are used in key areas.
He also stressed that party committees at all levels in the province should enhance their political stance and strengthen their leadership over the audit work in the respective region. The Audit Committee of the Provincial Party Committee should take the lead in grasping the overall work. All localities and departments, especially the leading cadres at all levels, must fully support and cooperate with the audit work. The audit system should strengthen its own construction and make greater contribution to the construction of a new Jiangsu.
At the first meeting of the Audit Commission of the CPC Central Committee held last May in Beijing, General Secretary Xi Jinping called the establishment of an authoritative and efficient audit system a great measure to enhance the Party's leadership over auditing work.
CPC Central Committee requirements on auditing work must be implemented, Xi said, adding that the country's auditing resources must be fully utilized.
Since the Party's 18th National Congress in 2012, audit authorities have made great contributions to the implementation of the CPC Central Committee's policies－maintaining national economic security, deepening overall reform, advancing the rule of law and fighting corruption, Xi said.
The Audit Commission of the CPC Central Committee should enhance top-level design and coordination to provide an effective guide for the auditing work, Xi said.
The president told the audit authorities to keep their thoughts and actions in line with the CPC Central Committee, resolutely safeguard the centralized and unified leadership of the committee and implement the requirements of the committee.
Xi said audit authorities should keep a close eye on funds and projects that are related to the people's livelihood.
