Lou Qinjian, Secretary of the Provincial Party Committee and the Director of the Foreign Affairs Committee of the Provincial Party Committee, presided over the first plenary meeting of the Foreign Affairs Committee of the Provincial Party Committee, studying Xi Jinping's thought on diplomacy and implementing the spirit of the Central Conference on Work Relating to Foreign Affairs.
Lou Qinjian stressed that it is important to adhere to Xi Jinping's new era of socialism with Chinese characteristics as a guide, follow the central government's major policies and decision-making arrangements for foreign affairs work, strengthen strategic planning and comprehensive operations, and consolidate the foundation of the party's foreign affairs work so as to serve the country's overall diplomatic situation and the construction of a new Jiangsu.

The meeting reviewed the working rules of the Foreign Affairs Commission of the Provincial Party Committee, the working rules of the Office of the Foreign Affairs Commission of the Provincial Party Committee, and the implementation opinions on strengthening the coordination of foreign affairs in the new era.
Lou spoke highly of the achievements the province made last year in foreign affairs work, stressing that it is necessary to implement Xi Jinping Thought on socialism with Chinese characteristics and the spirit of the 19th National Congress of the Communist Party of China, follow Xi Jinping's thought on diplomacy as the fundamental, uphold the "four consciousnesses", strengthen "four self-confidences", and keep the thoughts and actions in line with the CPC Central Committee, resolutely safeguard the centralized and unified leadership of the committee and implement the requirements of the committee.
He called on the province to locate and plan Jiangsu's local foreign affairs work according to the overall situation of the foreign affairs work of the central government, firmly safeguard national sovereignty and security, and development interests, and implement the central government’s foreign policy and decision-making.
The CPC Provincial Chief pointed out that the party's leadership is the lifeline of diplomacy and foreign affairs, so it is necessary to strengthen Party’s leadership in the whole process and all aspects of foreign affairs work, and effectively strengthen the centralized leadership and overall coordination of the provincial party's foreign affairs work.
The Foreign Affairs Committee of the Provincial Party Committee should strengthen the overall planning, handle major issues, make progress in supervision, and consolidate the foundation of the party's foreign affairs work by giving full play to the functions of overall planning, coordination and service so as to work together to promote the development of the province's foreign affairs work, the CPC Provincial Chief said.
Lou Qinjian stressed that the province's foreign affairs work should comprehensively deepen pragmatic cooperation in line with the country’s overall diplomatic situation and the construction of a new Jiangsu by participating in the construction of the "Belt and Road", strengthening the system thinking, and promote new achievements in foreign economic cooperation and people-to-people exchanges, give full play to the role of international friendship cities, strengthen foreign affairs management and services, enhance foreign affairs discipline and foreign affairs policy publicity and education, continuously improve the level of foreign affairs work, and make greater contributions to the province's promotion of high-quality development.
At the Central Conference on Work Relating to Foreign Affairs held in Beijing last June, Xi Jinping, the country's president and general secretary of the Communist Party of China Central Committee, systematically put forward the thought on diplomacy.
Xi Jinping thought on diplomacy of socialism with Chinese characteristics for a new era will guide China's major-country diplomacy to open up new prospects while pursuing a path of peaceful development, diplomats and experts said.
He underscored the importance of keeping in mind both domestic and international imperatives in the nation's foreign affairs work, saying that the diplomatic work should take national rejuvenation and promoting world peace and common development as the main task, strive to build a community with a shared future for mankind and firmly safeguard the country's sovereignty, security and development interests.
Xi stressed that the country's foreign affairs work must be promoted by upholding the authority of the CPC Central Committee as a fundamental principle and adhering to the Party's centralized and unified leadership.
He also highlighted furthering the country's foreign relations, including those with major powers, neighboring countries and developing countries.
During his speech, Xi said that China has been in the best period of development in modern times while the world is undergoing the most profound and unprecedented changes in a century — and that the two aspects are intertwined and interact.
