East China’s Jiangsu province, the country’s largest manufacturing province, has listed green low-carbon development as the focus of high-quality development this year. The Provincial Department of Industry and Information Technology recently announced the province’s energy conservation and emission reduction targets and implementation paths in 2019. Jiangsu will further promote green manufacturing projects in key industrial fields and key enterprises, support the development of environmental protection technologies, further reduce outdated production capacity, and relocate chemical plants along the Yangtze River.
Jiangsu has over-fulfilled the national energy conservation and emission reduction tasks for several years in a row. In 2019, the province’s energy consumption per unit of GDP is expected to fall by 3% from the previous year, and the energy consumption per unit of industrial added value will fall by 3.2%.
Changzhou China Resources Chemical Innovative Materials Holdings Ltd, located in Changzhou High-tech Zone, dismantled its last 1250 kcal coal-fired boiler. China Resources Chemical has replaced 10 coal-fired boilers with 7 clean gas-fired boilers. China Resources Chemical invested 150 million yuan on the coal-to-gas project, saving 20,000 tons of standard coal per year.
Located along the Yangtze River, the Changzhou High-tech Zone is a gathering area of Changzhou’s industrial enterprises, especially chemical enterprises. As a central enterprise, China Resources Chemical is listed among the 312 chemical enterprises to be regulated in 2019 due to its easy reach to the Yangtze River. 298 enterprises will be renovated, upgraded or relocated through coal-to-gas projects.
14 chemical plants along the Yangtze will be shut down within the year. 13 chemical industry parks across the province will be regulated through renovation, upgrading or relocation by the end of September. By 2025, large and ultra large chemical plants will be relocated to chemical industry parks along the coastline.
In the meantime, Jiangsu has also over-fulfilled the tasks set forth by the central government on the elimination of obsolete production capacity for the past years.
This year, Jiangsu will continue to phase out the production capacity of 1 million tons of cement and flat glass and ships while implementing 50 low-end and low-efficiency capacity projects in printing and dyeing textile and electroplating industries.
At the high-end equipment manufacturing base of Yixing Environmental Protection Technology Industrial Park, technicians put in the purification materials they developed in a small bottle of river matter of 30 seconds, the dirty water was purified. Currently, this technology has been used in rivers, lakes, etc for the promotion of water purification.
The provincial finance has earmarked a hefty amount of capital to encourage and support energy-saving renovation, low-carbon energy, clean production and recycling in 100 projects in a bid to increase 500,000 tons of standard coal to save energy, and create 50 green factories and 3 green parks.
At present, the Provincial Department of Industry and Information Technology has broken down the province's annual energy consumption and energy-saving targets at the prefectural city level, and will release quarter-to-quarter energy-saving progress barometers. It will also conduct energy-saving online monitoring of key energy consumers in a bid to promote the transformation and upgrading of Jiangsu’s manufacturing towards green manufacturing and high quality development.
