Jiangsu steps up flood control and relief

East China’s Jiangsu province has stepped up its efforts to promote flood control and relief as typhoon In-fa moved northward out of the province on Wednesday. The provincial headquarters for flood control downgraded its emergence response to Level II on Thursday morning. 

In the face of the typhoon In-fa, the Jiangsu Provincial Party Committee and the Provincial Government attached great importance to the safety of the people as the whole province was fully prepared and responded swiftly.

Starting on the 23rd, the Provincial Flood Control Headquarters has launched an emergency response mechanism, analyzed the development trend and impact of typhoons, studied and deployed defense work, issued early warning information to the public in a timely manner to remind the public to strengthen preparations for typhoon prevention in advance.

Up to now, the province reported stable water level with no casualties or major property losses reported.

Since the onset of the typhoon, the Provincial Flood Control Headquarters issued 218 instructions, issued 12 flood warnings, initiated 3 flood control emergency responses, dispatched 14 working groups and 3 expert groups to the province’s front-line and passed a series of targeted advance scheduling measures.

Before the typhoon landed in Zhejiang, the Guajing Port Water Conservancy Project in Wujiang district of Suzhou had closed all gates to prevent inland rivers from affecting the water level and water quality of Taihu Lake.

Authorities in Changzhou, Zhenjiang, and Yancheng studied the typhoon path and opened the water sluice gates in advance to release water, leaving storage capacity for short-term heavy rainfall.

Due to the combined effects of typhoon rainfall and upstream flood discharge, the water level of Hongze Lake is currently above the flood limit, and the Luoma Lake and Shilianghe Reservoirs are releasing floods.

The Shilianghe Reservoir in Lianyungang, the only large-scale reservoir in our province, has further increased its flood discharge from the previous 2000 cubic meters per second to 3000 cubic meters per second. Of the 11 large and medium-sized reservoirs in Lianyungang, 9 are in full discharge.
