The provincial government held an executive meeting on Thursday to study and implement the spirit of the 20th National Congress of the Communist Party of China, and review the Notice on Several Measures to Support the Revitalization and Development of Relatively Weak Villages for Common Prosperity in Towns of Former Revolutionary Base Areas and Implementation Plan for Continuously Promoting the Campaign of Soil Pollution Prevention. Governor Xu Kunlin presided over the meeting and delivered a speech.
Efforts should be made to thoroughly study and implement General Secretary Xi Jinping’s important instructions and spirits on the revitalization and development of the former old revolutionary base areas, adhere to the people-centered development philosophy, fully, accurately and comprehensively implement the new development paradigm, stimulate endogenous power, give play to the comparative advantages, improve the former old revolutionary base areas to ensure taht the people in the former old revolutionary base areas will live a better life, and gradually achieve common prosperity, according to a statement released after the meeting.
We should comprehensively promote rural revitalization, guide the villages and towns in the former old revolutionary base areas to give full play to their resource endowments, attract external technology and capital elements to fully invest in the grassroots, promote the development of smart agriculture and rural leisure tourism industries, and explore a new path to strengthen villages and enrich people with distinctive industries, and realize the value of ecological products for the deep integration of agriculture, culture and tourism, the statement said.
We should actively respond to the expectations of the people in the former old revolutionary base areas, focus on improving the rural living environment, creating a distinctive rural countryside, strengthen the construction of people's livelihood that is inclusive, basic and comprehensive, and accelerate the completion of infrastructure and public service weaknesses, said the statement.
Local governments should practice the Xi Jinping Thought on Ecological Civilization, adhere to precise, scientific and legal pollution control, effectively control soil pollution risks of the land for farming and construction, consolidate the soil safety walls, and promote the sustainable use of soil resources, according to the statement.
Efforts must be made to strengthen the source prevention of soil pollution, carry out in-depth investigation on the causes of pollution, take measures according to local conditions, urge enterprises to conduct green and safe production and harmless treatment, and ensure that no new soil pollution will occur on the land used by enterprises, the statement said.
Efforts should be made to promote the prevention and control of soil pollution on agricultural land, strictly manage the access of reclaimed land, take measures to improve the soil, replace planting, and screen low absorbing varieties on the land with less pollution, and take measures to adjust the planting structure or return farmland to forests and grasslands on the land with heavy pollution, said the statement.
